    Aisa Kirabo Kacyira Death and Obituary – Aisa Kirabo Kacyira, a distinguished Rwandan diplomat and former Mayor of Kigali, passed away on Tuesday, August 12, 2025, at the age of 61 after a period of illness. Her death marks the loss of a committed public servant whose career spanned over three decades, touching on diplomacy, political leadership, and humanitarian efforts across Rwanda and the broader international stage.

    Dr. Kacyira’s most recent role was as the Head of the United Nations Support Office in Somalia (UNSOS), a position she assumed in February 2023. During her tenure, she played a critical role in supporting Somalia’s efforts toward peace and stability, earning praise from Somali President Hassan Sheikh Mohamud. In his condolences, the President acknowledged her invaluable contributions to Somalia’s ongoing development and security, highlighting the high regard in which she was held both locally and internationally.

    Born and educated in East Africa, Dr. Kacyira held advanced degrees from James Cook University and Makerere University, equipping her with the academic foundation to excel in diverse leadership roles. Her career was marked by a steady rise through Rwanda’s political and diplomatic ranks, reflecting her dedication to public service and national development.

    From 2003 to 2006, she served as a Member of Parliament in Rwanda, where she was known for her advocacy on social and developmental issues. She then transitioned to executive leadership as the Governor of Rwanda’s Eastern Province, where she oversaw regional development initiatives that aimed at improving the livelihoods of her constituents. Her leadership was further recognized when she became the Executive Mayor of Kigali from 2006 to 2011, a period during which the city underwent significant urban transformation and modernization.

    Following her mayoral tenure, Dr. Kacyira expanded her influence to the international arena by joining the United Nations Human Settlements Programme (UN-Habitat) as Deputy Executive Director from 2011 to 2018. In this capacity, she championed sustainable urban development policies, focusing on improving living conditions in rapidly urbanizing regions around the world. Her work with UN-Habitat cemented her reputation as an expert in urban governance and humanitarian coordination.

    Beyond government and the UN, Dr. Kacyira held leadership roles in various local government associations and contributed to the missions of prominent non-governmental organizations, including Oxfam and Care International. These roles showcased her commitment to grassroots development and humanitarian aid, reinforcing her holistic approach to leadership and governance.

    Aisa Kirabo Kacyira’s passing is deeply mourned by Rwanda, Somalia, and the international community at large. Her legacy as a visionary leader, skilled diplomat, and compassionate humanitarian will endure through the many initiatives she spearheaded and the countless lives she touched. Her contributions to advancing peace, development, and urban sustainability continue to inspire future generations of leaders.
