    California’s Governor Gavin Newsom has vowed to respond strongly to recent moves by Texas Republican lawmakers to make changes to their redistricting process.     Democratic representatives, however, claim that the redistricting efforts in Texas are designed to weaken their influence in Congress. They accuse Republicans of using redistricting as a tool to manipulate electoral outcomes.
