Timothy McCullar, 59, a long-time West Monroe resident, died after being struck by a northbound pickup truck while standing on Louisiana Highway 15 near Rayville.     The Louisiana State Police confirmed the crash unfolded just before 10:00 p.m. on October 29, 2025, in Richland Parish, north of U.S. Highway 425. A 2004 Dodge Ram, traveling northward, collided with McCullar, who was in the roadway wearing dark clothes. Despite quick response from emergency teams, McCullar sustained fatal injuries and passed at the scene. The driver remained unharmed and fully cooperated.

    Right now, the state police call the incident a “single-vehicle fatal crash involving a pedestrian.” They stress that impairment is not believed to be a factor, but standard toxicology testing was performed. The motives or circumstances leading McCullar to be on the highway at that hour are still under investigation.
