The Winston-Salem/Forsyth County Schools (WS/FCS) Board of Education has announced the appointment of Dr. Don Phipps as the district’s next superintendent, effective December 1, 2025. With over two decades of experience in education leadership, Dr. Phipps brings a wealth of knowledge and a proven track record to the role.

    A Proven Leader in Education

Dr. Phipps has a long and distinguished career in education. Since 2018, he has served as the superintendent of Caldwell County Schools, where he led the district with a focus on academic excellence and fiscal responsibility. Prior to that, he served as the superintendent of Beaufort County Schools for more than eight years. Dr. Phipps began his education career at Cumberland County Schools, where he held various administrative positions.

In 2023, Dr. Phipps was named North Carolina’s Superintendent of the Year, a recognition that highlights his outstanding leadership and dedication to public education. He is also the current chair of the North Carolina School Superintendents’ Association, further underscoring his respect and influence within the state’s educational community.

    Strong Leadership for WS/FCS

WS/FCS School Board Chair, Deanna Kaplan, expressed excitement about Dr. Phipps’ appointment, emphasizing his exceptional credentials and reputation for steady leadership. “We are thrilled that he will bring his wealth of experience, credibility, and talent to WS/FCS,” Kaplan said. She also noted that Dr. Phipps’ leadership will be crucial as the district works to restore fiscal health and strengthen public trust.

Support from the State Board of Education

The North Carolina State Board of Education and Superintendent Mo Green also expressed their confidence in Dr. Phipps’ appointment, praising his strong, stable leadership and expertise in financial stewardship. “Dr. Phipps brings a proven track record of strong, stable, and fiscally responsible leadership,” said Superintendent Mo Green. The State Board of Education looks forward to working closely with Dr. Phipps and the local board to ensure the district’s continued progress and renewed financial health.

    A Vision for the Future

Dr. Phipps will assume his new role following the conclusion of Ms. Catty Moore’s service as Interim Superintendent on November 30, 2025. Phipps has been appointed to a 15-month contract, with the goal of guiding WS/FCS toward long-term stability and success. His depth of experience and commitment to financial stewardship position him as a strong leader for the district.

Dr. Don Phipps’ appointment as superintendent of Winston-Salem/Forsyth County Schools signals a new chapter for the district. With his extensive experience and proven leadership, he is poised to continue the district’s work of improving educational outcomes and ensuring financial stability for years to come.
