    Richmond Bicyclist, 46, Killed in Mid-Afternoon Collision on West Broad Street

    The afternoon of October 23 in Richmond marked a heartbreaking loss when 46-year-old James Boggs, Jr., a long-time Richmond resident, was fatally struck while riding his bicycle. The accident occurred around 3 : 28 p.m. in the 1500 block of West Broad Street. According to the Richmond Police Department, Boggs was traveling eastbound on West Broad and had begun crossing Bowe Street when a dark-colored sedan, heading south on Bowe Street and attempting a right turn onto West Broad, collided with his bicycle.

    Witnesses say the impact was sudden and dramatic. Boggs was rushed to a nearby hospital, but despite emergency care, he later succumbed to his injuries. The driver of the vehicle remained at the scene and is fully cooperating with investigators, making this a properly attended-to crash rather than a hit-and-run.

    The RPD’s Crash Team has opened a full investigation into the circumstances of the collision. Authorities have asked anyone with information to contact Investigator J. Ozolins at (804) 646-8671, call Crime Stoppers at (804) 780-1000, or submit anonymous tips through the P3 Tips app. As of now, investigators are examining vehicle speed, visibility, driver attention and the precise path that Boggs was taking.

    Friends and family remember Boggs as a devoted local resident who loved both his community and being out on his bike. His loss has sent ripples through the Richmond neighborhood he called home — neighbors say he was often seen out riding during the afternoon and engaging with local businesses and friends. The fact that his routine ride turned fatal has left many shaken.

    While the investigation continues, the scene at West Broad and Bowe has become a somber reminder of how quickly life can change. Drivers turning onto busier roads, cyclists crossing intersections, momentary lapses: this case brings all those elements sharply into focus. Residents are calling for increased caution at that intersection and for better bike-safety measures in the area.

    In loving memory of James Boggs, Jr., the community grieves his passing and honors his life. His family, friends and neighbors are coming together to remember not just the tragic end, but the days full of promise, the laughter and the work that defined his presence in Richmond.
